Software Updates Installing Outside Maintenance Window

In our environment, we re-image all computers annually and regularly re-image problem computers during the year as part of normal support. We are now deploying SCCM 2012 with the Software Updates role and I am having trouble with re-imaged computers immediately installing many updates and crippling performance during this process. I thought I could control this by defining maintenance windows on my collections but they are not being honored. My set up is as follows:

-Auto-Deployment-Rule evaluated once to download and package Base Win7 Security Updates.

-Adding to existing SW Update Group

-No scheduled evaluation after ADR creation as separate ADR Patch Tuesday rules will provide subsequent updates

-Deadline is in past by the time a computer is re-imaged.

-Deadline behavior set to unchecked for Software Installation and System restart to prevent install outside of maintenance window.

-Targeted collection assigned a maintenance window.

I was hoping that Software Center would pop up and inform the user that updates were available, but not force installation. Also that installation would later occur automatically during the next maintenance window. Are these expectations within the feature set? If so, could anyone suggest how I could troubleshoot the behavior I am experiencing?
