ADR for Internet Explorer 11 - License terms could not be downloaded

We created an Automatic Deployment Rule for Internet Explorer 11 (using the Article ID properly filter) which has Article ID 2841134.  We get an Error Code 0X80240033 - License terms could not be downloaded.  The ADR has "Automatically deploy all software updates found by this rule, and approve any license agreements" selected, and the Review License property for Internet Explorer 11 in All Software Updates shows as "Accept License Terms" (grayed-out).

We did some searches on the error:  we've already run WSUSUTIL RESET (initially to get the Internet Explorer 11 installer to show up in the list of All Software Updates).  Should we run WSUSUTIL RESET again ?
